    Network Against FGM/C (NAFIS NETWORK)

    January 2016 - February 2016

    Human Resource Management Advisor – UNDP funded program for institutional capacity development
    The objective of the assignment was to:
     Provide the NAFIS NETWORK assessment of current outdated HR policy and Somaliland labor laws and its implications;
     Provide professional HR advise about staff gratuity, Eid- Bonus, pension, grievance and disciplinary matters which NAFIS staff and organizations conflicting in some area;
     Propose revised HR management policy, and with its annex as well as new code of conduct;
     Provide in house trainings for BoD’s to approve the HR management policy, seminar to newly recruited HR Assistant, and finally whole NAFIS staff.
    Under the supervision of the Network Chair Person and in close coordination with the Network Coordinator, I was performing the following tasks:
    I have carried out HR operations, policies, process and systems assessment as well as evaluation of conflicting HR issues of staff gratuity, Eid Bonus, pension, grievance and disciplinary in line with Somaliland labor code and submitted comprehensive report including questionnaire I used with plan of action. I have also developed a revised standard HR manual with its templates (annex) and new code of conduct. I have conducted in house training for Board of Directors (BoDs) for approving the policy, and also another in house trainings for HR Assistant, and all the staff.
    I have delivered the following: –
     HR Management Policy and conflicting issues assessment report with questionnaires I used.
     Work plan and monitoring best practice and compliance
     Proposals for HR Management project
     Revised HR Management Policy with its templates
     Code of Conduct
     Deliver seminar for BoDs to check with together articles of the policy for familiarizing and approving
     Provided comprehensive one-week training for HR Focal point (HR Assistant) for this revised HR Policy, HR templates, and code of conduct.
     Provided HR seminar to all Somaliland offices (three offices) staff, in a two full days, answering queries with role modelling and case studies.
     Ensure that the standard and compliance of HR policies, operations, process and systems in-line with donors (Multiple donor around, 9 various donors) requirements.

     Assess post training feedbacks, lesson learned, best practice, compliance, and submit to network coordinator.

    The objective of the assignment was to support nine LNGO:
     HRM Overview (Process and Procedures)
     Recruitment procedures
     Establishing HRM Systems through mentorship
    I have delivered each partner after technical HR assessment/audit the below:
     Reviewed, revised and standardization of HR policies and prepared HR policies templates and tools;
     Compiling current JDs, and creating those who missing then prepare JD book manual;
     Review organization structure and prepared salary Grades;
     Setting up code of conduct for each partner;
     Provided HR, Finance and Program Heads about HR budgeting session for future projects;
     Supported HR documentations, personnel files and preparing file starter checklist template;
     Provide mentoring, and coaching process of this areas of HR improvement.
    After that, closure, reporting and sharing lessons learned was submitted as per the agreed work plan.

    I am a member of management team. I provide human resource support to NRC field offices through respective field HR focal point. Am responsible for supporting managers within the country program on various HR operational, policies processes and systems i.e. Recruitment and Selection, staff induction, Performance Management, Capacity building, and Employee Relations.

    Key Achievements:
    Am a team leader of group assigned to set NRC documentation systems and successfully plan and execute documentation T-File system for both program and operations. I Successfully implement planned, urgency and emergency country recruitments. I lead and implement on time massive recruitment of national staff in emergency programs of 2016-17 droughts and closely work with NRC global restructuring.
    I do productively manage staff capacity building plan and budget for 2016 to 2019 of NRC. I fruitfully train all staff in respective areas on Global HR policy, Term of Reference, Code of Conduct, and performance management.
