The objective of the assignment was to:
Provide the NAFIS NETWORK assessment of current outdated HR policy and Somaliland labor laws and its implications;
Provide professional HR advise about staff gratuity, Eid- Bonus, pension, grievance and disciplinary matters which NAFIS staff and organizations conflicting in some area;
Propose revised HR management policy, and with its annex as well as new code of conduct;
Provide in house trainings for BoD’s to approve the HR management policy, seminar to newly recruited HR Assistant, and finally whole NAFIS staff.
Under the supervision of the Network Chair Person and in close coordination with the Network Coordinator, I was performing the following tasks:
I have carried out HR operations, policies, process and systems assessment as well as evaluation of conflicting HR issues of staff gratuity, Eid Bonus, pension, grievance and disciplinary in line with Somaliland labor code and submitted comprehensive report including questionnaire I used with plan of action. I have also developed a revised standard HR manual with its templates (annex) and new code of conduct. I have conducted in house training for Board of Directors (BoDs) for approving the policy, and also another in house trainings for HR Assistant, and all the staff.

Provided HR seminar to all Somaliland offices (three offices) staff, in a two full days, answering queries with role modelling and case studies.
Ensure that the standard and compliance of HR policies, operations, process and systems in-line with donors (Multiple donor around, 9 various donors) requirements.

Reviewed, revised and standardization of HR policies and prepared HR policies templates and tools;
Compiling current JDs, and creating those who missing then prepare JD book manual;
Review organization structure and prepared salary Grades;
Setting up code of conduct for each partner;
Provided HR, Finance and Program Heads about HR budgeting session for future projects;
Supported HR documentations, personnel files and preparing file starter checklist template;
Provide mentoring, and coaching process of this areas of HR improvement.
After that, closure, reporting and sharing lessons learned was submitted as per the agreed work plan.
